My hubby is in iraq and my text messages wont go thru i have AT&T, how do i dial it? - what is the 13 digit prepaid code for turbotax

Simply buy a prepaid cell there that support the text, go I caled the phone and it worked, but not yet received their texts, and none of my texts. I'm getting a message to a 10-digit number or valid short code to be used. Their number is 13 digits and AT & T told me to 011 before calling him, well ......... but I have work that has already talked to AT & T even thinking about it and I will not, I do not think they know what they say ......... Please help! Thanks
